After sending the Police the bill, and having had verbal notification of their actions I wrote:

Land Rover FORVIK 1 / B449 TPS
I have been informed verbally regarding the action you are taking regarding the above vehicle. As I was unable to take any notes at the time of the phone call, please confirm in writing what you are intending to do regarding the various offences I am alleged to have committed. I presume these will include not displaying a tax disc, having no MOT and driving without insurance. If it is any help, I confirm that I drove the vehicle from Bridge of Walls to Bousta and from Bousta to the layby outside Sandness, from whence it was removed.
